Establishment of Tobacco Production Bases Cooperated by Manufacturing and Trading Corporations and Their Tobacco Leaf Quality Management

The foundation, level, and mechanism of cooperation, and the tobacco leaf quality management are four key factors in the development of tobacco production bases cooperated by manufacturing and trading corporations. It is recommended that trading corporations should play roles as “two-subjects” and strive for “three-transformations”, change their tobacco leaf quality control objectives to tobacco leaf usability and consumer’s requirement, and their tobacco leaf quality management manners to an integrated system in which goal management and process management are fully combined .
