    Potential Impacts of Imported Tobacco Leaves on China’s Tobacco Raw Material Security and Corresponding Countermeasures

    • As an important component of foreign trade in China’s tobacco industry, imported tobacco leaves serve as a beneficial supplement for optimizing the grade structure of domestic tobacco leaves and improving cigarette products quality, and also act as a crucial raw material support for the brand development and product structure upgrading of Chinese-style cigarettes. This paper systematically analyzes the current status and prevailing circumstances of imported tobacco leaves in China. From the dimensions of supply capacity, price volatility, and production consumption, it dissects the potential impacts of imported tobacco leaves on China’s tobacco raw material security. Two major circumstances were identified: First, the supply-demand relationship of relevant countries has tightened. China has strong demand for premium tobacco leaves from these countries.The procurement volume of premium tobacco leaves from certain countries is approaching their maximum supply capacity, and negligible short-term supply growth is available. Second, prominent structural contradictions arise, as the cigarette manufacturing industry’s demand is concerntrated on high-grade and high-quality tobacco leaves leads to a supply-demand structural mismatch. Imported tobacco leaves exert three potential impacts on China’s tobacco leaf raw material security. First, affected by various uncontrollable factors, supplying countries for tobacco leaf imports face unstable yield fluctuations, restricting the sustained and stable supply of tobacco leaves. Second, the uncertain price trend of imported tobacco leaves complicates cost control of cigarette production. Third, the high proportion of imported tobacco leaf consumption squeezes the development space of the domestic tobacco leaf industry. Accordingly, the following countermeasures are proposed. First, adhere to the dominant position of domestic tobacco raw materials while clarifying imported tobacco leaves as a beneficial and supplementary ingredient in formulas. Second, efficiently coordinate the allocation of imported tobacco leaf resources. Accurately assess the raw material demand of imported tobacco leaves for Chinese-style cigarettes, maintain a reasonable import scale, optimize the import structure, and maintain a stable and reasonable raw material inventory. Third, improve the utilization efficiency of domestic tobacco raw materials, develop comprehensive substitution technologies, and reduce reliance on imported tobacco leaves. Fourth, optimize cigarette formula design to enhance the utilization level of imported tobacco resources. Fifth, promote quality improvement and cost reduction to enhance the competitiveness of domestic tobacco raw materials. Sixth, leverage the international market as a regulating reservoir to adjust domestic raw material structure and absorb domestic surplus production capacity. This aims build a stable, resilient and controllable raw material guarantee system.
