Abstract: Total Quality Management (TQM) is a scientific concept and method that has been approved by practice .TQM can been used in tobacco production and management in order to control the all procedure of production, purchase, circulation, store and trasportation.It can improve the tobacco quality and work quality in all link，and also can step up the competition of corporation.
